Shopping Center to Transform into a Multifamily Housing Development in Denver's Belcaro Neighborhood

A major redevelopment is on the horizon for the Belcaro neighborhood. On December 27, 2025, developers EMBREY and Kentro Group submitted a concept plan to the City and County of Denver to transform the aging Belcaro Shopping Center into a modern, 350-unit multi-family community.

The project, titled EMBREY Belcaro, marks a significant "reimagining" of the 4.5-acre site located at the southwest corner of E. Exposition Avenue and Colorado Boulevard.

The proposed development aims to replace the existing Belcaro Shopping Center—currently home to a King Soopers and several vacant retail spaces—with a high-end residential anchor.

While architectural plans have not been finalized, initial plans show a 4-story wrap-around building and 350 residential units with an undisclosed allocation for affordable housing in compliance with Denver's Mandatory Affordable Housing requirements.

The structure is planned for a maximum height of 55 feet (4 stories), utilizing the city's height incentives for affordable housing under existing S-CC-3 zoning.

The community is designed to blend urban density with suburban neighborhood context, featuring a private clubhouse, leasing office, fitness center, and multiple private courtyards. Approximately 569 parking spaces will be offered in an internally structured garage with access along E. Exposition Avenue.

The existing retail and restaurant structures are slated for demolition to make way for the new construction. The development team is currently moving through the Concept Plan and Site Development Plan processes with Denver’s Community Planning and Development department.
