Developer Advances 100% Affordable Housing Expansion, A-Line Flats at Northwest Park Hill Village
New Plans Filed to Expand Park Hill Village West
Nashville-based developer Elmington has filed plans to expand Park Hill Village West, the existing residential and retail mixed-use hub at East 40th Avenue and Colorado Boulevard. The proposal calls for a 191-unit, 100% affordable housing community, dubbed A-Line Flats, to rise on the vacant northern portion of the 12-acre site, near I-70 and Colorado Boulevard.
The new development will provide housing for residents earning between 30% and 80% of the area median income (AMI) in the Northeast Park Hill neighborhood. Under the new plan, the vacant land at the north side of the property would be fully developed, while the existing mixed-use buildings at the northeast corner of Colorado Boulevard and East 40th Avenue would remain. The property is currently a mix of vacant land, commercial, and residential uses, with the 2016-built Park Hill Station apartments making up the eastern portion of the property.
A-Line Flats Affordable Housing Project Partners
Design and engineering partners on the project include Kimley-Horn as the engineer and Ware Malcomb Architects as the architect of record. Elmington purchased the property from the Urban Land Conservancy last year and secured rezoning to enable the upcoming multifamily community. While planning efforts date back to 2021, Elmington’s latest development plan suggests groundbreaking could be imminent pending city approval.
